Bouygues Energies & Services has an exciting opportunity available for a HSE Manager to join our Hinkley Point C team. This is a great opportunity to work on the biggest construction project in the UK!
We have been awarded a turn-key EPC contract for the HPC new-build nuclear power plant Emergency Diesel Generators.
Job Purpose & Scope:
To develop and implement a structured HSE management system supporting the HPC project from design, through to installation and commissioning. Support site safety requirements as set out in the NNB Construction Phase Plan, and to lead on CDM.
You will report to the Project Director and will have the following responsibilities:
- Follow the Project HSE Policy, devise, implement and maintain a certified HSE Management System ensuring its adoption throughout the project. Ownership of associated HSE QMS documentation.
- Ensure HSE processes are followed and key behaviours are embedded across the HPC project including inter-departmental liaison both in the UK and internationally.
- Propose HSE annual KPIs to Project Director.
- Monitor the project’s performance and recommend strategic preventive and corrective actions to the Project Director to ensure set annual targets are met.
- Report on the project HSE performance targets/KPIs.
- Ensure HSE objectives are cascaded and adopted within the project.
- Develop, in concertation with the Quality team, an HSE inspection and audit regime that monitors compliance with contract and statutory requirements, the Company and Project Policy, procedures and processes.
- Develop bespoke HSE Training, to assist in the planning and delivery of external specialist HSE courses, as necessary.
- Assist on Nuclear Safety Culture development including human error prevention.
- Project point of reference/lead on CDM regulations.
- Assist the Technical Manager in producing key Project deliverable documentation eg. Designer Competency Matrix/Design Risk Register/Environmental Design Summary/Site access plans/Engine installation plans.
- Work alongside the Human Factors specialist to produce the required HF deliverables.
- Assist the Project Director with all matters related to project security.
- Ensure HSE compliance of all site activities (BYES and Subcontractor activities) with BYES and NNB applicable standards. Perform surveillance of Subcontractor to support this.
- Review and Acceptance of Subcontractors relevant Safety and Environmental documentation for Site works (RAMS, COSHH assessment, etc.) and forward Submission to NNB as required.
- Secure through the supply chain all required PPEs and other HSE equipment for BYES Site activities.
- Liaise with HSE PoC within Main Civil Contractor (BYLOR) responsible for civil construction of the HD building and with other HSE PoC within third party Mechanical Installation companies contracted by NNB for non UK5211 scope works within the HD Building.
- Main project representative liaising with HS&E external bodies and Enforcement agencies.
- Devise an effective mechanism that ensures lessons are learned and best practice is cascaded.
- Contribute/provide input through PGD QSE to the H&S and Environment strategies and implementation plans to support delivery of BYES longer-term strategy.
- Comply with the Company’s Policies, Management Plans and Procedures.
- Fulfil specified and implied occupational Health & Safety responsibilities by adherence to the requirements of the Company's Health & Safety Policy and Health & Safety Management Plans.
The person will ideally have:
- Relevant OH&S and environmental qualifications.
- Experience working as a HSE Manager at senior level.
- Knowledge of CDM regulations and experience in EPC project delivery under CDM.
- Knowledge of all phases of Engineering, Procurement, Construction, Commissioning projects.
- Experience with large high potential risk industrial projects.
